Is online gambling legal in Indonesia?

By Editorial Team · Last updated 23 June 2026

No — all gambling is illegal in Indonesia, including online and crypto casinos. As the world's largest Muslim-majority country, Indonesia bans gambling comprehensively under its Criminal Code, with no licensed casinos and no legal online-gambling regime of any kind. Online gambling — known locally as "judi online" — is treated as a serious problem by the state, which blocks enormous numbers of gambling sites and has run a high-profile, government-led campaign against it, including criminal action against players, operators and, importantly for a publisher, the people who promote online gambling, with widely-reported arrests of promoters. There is no legal route and promoting one is criminal. That is why Gambling Law Asia lists no operators and links none for Indonesia — legality information only, not legal advice. (The comprehensive Criminal Code ban, the absence of any licensed gambling, the mass site-blocking and the criminalisation of promotion with reported arrests are from our research — verify against the primary source.)

A comprehensive ban, no licensed gambling

Indonesia prohibits gambling about as completely as any country in our coverage. All forms of gambling are illegal under the Criminal Code, there are no licensed casinos, and there is no legal online-gambling regime of any kind — not for residents, not for tourists, not online, not land-based. As the world's largest Muslim-majority country, this prohibition reflects both statute and prevailing social and religious norms, and it is treated as a settled, serious matter of public policy rather than a technicality. There is, simply, no lawful way to gamble at a casino in Indonesia, online or off.

Because the ban is total, the question of "licensed vs unlicensed" does not even arise — every offshore casino accepting Indonesian players is unlawful, and a player has no domestic legal protection whatsoever. This is the opposite of a grey market: there is no tolerated lane and no regulator to fall back on. (The comprehensive Criminal Code prohibition and the absence of any licensed gambling are from our research and public reporting; verify the current Criminal Code provisions against the primary source before relying on them legally.)

The 'judi online' campaign — and criminalised promotion

What makes Indonesia especially significant for a publisher is the scale and seriousness of enforcement. The government has run a sustained, high-profile campaign against online gambling ("judi online"), treating it as a national harm. That has meant blocking enormous numbers of gambling websites, pursuing operators and players, and — critically — criminal action against the people who promote online gambling, with widely-reported arrests of promoters. Promotion and facilitation are themselves offences under Indonesian law, not just the operation of the casino. The affiliate's activity is squarely in scope.

This is exactly why an operator-ranking business model is untenable in Indonesia and why our information-only posture exists. Recommending, ranking or linking an operator to Indonesian players is the kind of promotion the state is actively prosecuting. Cryptocurrency offers no escape: the gambling is illegal regardless of the payment method, and crypto can add its own legal and financial complications. The honest, safe and lawful approach is to publish legality information and recommend no one — which is what Gambling Law Asia does. (The 'judi online' campaign, the mass site-blocking and the criminalisation of promotion with reported arrests are from our research and public reporting; verify the current Criminal Code and electronic-information-law provisions against the primary source.)

Why we list no operators here

Gambling Law Asia is an information publisher, not a comparison site. We do not list, rank, recommend or link to any gambling operator for Indonesia — or anywhere else on this site. This is a deliberate, principled choice, and in this region it is also the only safe one: where promoting gambling is restricted or criminal, the act of recommending an operator can itself be an offence, regardless of where the publisher is based. We would rather be a trustworthy reference than risk steering a reader into legal danger.

So what you will find here is the law, the regulator, the penalties, the promotion stance and the honest player-risk picture — and what you will not find is a single operator name, rating, bonus or link. If a site is ranking "best casinos" for a country where gambling or its promotion is illegal, treat that as a warning sign about the site, not a convenience. This page is information only; it is not gambling promotion and it is not legal advice. Verify the current law in your own country and consult a qualified lawyer before acting.

Frequently asked questions

Is any form of gambling legal in Indonesia?

No. All gambling is illegal under the Criminal Code, with no licensed casinos and no legal online-gambling regime of any kind. Every offshore casino accepting Indonesian players is unlawful, and there is no domestic legal protection for the player. Verify against the primary source; this is information, not legal advice.

Is promoting online gambling a crime in Indonesia?

Yes. Promotion and facilitation of online gambling are themselves offences, and the government's 'judi online' campaign has included widely-reported arrests of promoters alongside mass site-blocking. Recommending or linking an operator to Indonesian players is the kind of conduct being prosecuted, which is why this site recommends no operator.

Does crypto make online gambling legal in Indonesia?

No. Gambling is illegal regardless of the payment method, so a crypto casino is just as unlawful as a fiat one, and crypto can add its own complications. There is no legal online-gambling route in Indonesia.
